Project Description

Monitoring approach to analyse agricultural pesticide risks considering single active substances to support the implementation of efficient water policy strategies at national level.


Objective:
1. Methodological development of a derivatived toxicity index based on different single active substances of pesticide to estimate the toxic risk for surface water. By linking toxical information with the official land use statistic the higher burdended regions are indicated.
2. Implementation of the developed pesticide risk indicator into the consistent data base of the Regionalised Agricultural and Environmental Information System (RAUMIS)
3. Ex-poste-analysis of the spatial risk caused by the distribution of agricultural pesticides. Both the analyses at a regional level (NUTS III) as well as the more differentiated analyses of typical land use units are focused at a national level.
4. Quantivative analysis to estimate monetary impacts of risk reduction potentials with respect to the general principle of a efficient water policy will be calculated. ‘Efficient water policy’ in this case stands for the conversion of minimum cost strategies according to the cost avoidance approach of the methodological cost-effectiveness-analyses.


Description:
On the one hand the public discussion of pesticides leaching into surface water sheeds is still very prominent in Germany. Nevertheless an adequate data base to illustrate pesticide risks at a national level is not available. On the other hand international organisations like the OECD and UNO at a worldwide level as well as EU at a European level are developing adequate monitoring tools and methodological indicators to build up comparative international monitoring approaches.
In this context a high derivatived toxicity index, based on different single active substances of pesticides, to estimate the toxical risk for surface water will be developed. The technical conversion is made by implementing the indicator into the overall data base of the Regionalised Agricultural and Environmental Information System (RAUMIS). The development of this indicator makes it possible to analyse higher burdended areas at regional level NUTS III. In addition, a more differentiated analyses by the comparison of single risk contributions of land
use units to total risk can be realised. To analyse the quantitative effects of reduced risk potentials, different assumptions to specifiy simulation runs in RAUMIS have been made. With respect to the general principle of an efficient water policy, a conversion of minimum cost strategies according to cost avoidance approaches of the methodological cost-effectiveness-analyse will be accomplished. Conclusions for the agricultural production and estimations of possible monetary impacts will help to evaluate a efficient policy strategy.
